President of Fowler Healthcare Affiliates, Inc., has over 25 years experience in health care, including both healthcare management and consulting. Her consulting experience encompasses projects in strategic planning, product development, facility design, governance, and operations. Fran has worked with more than 300 domestic and international clients. Her clients have included integrated multi-provider health systems, academic healthcare systems, community hospitals, and specialty service providers, including physician practice groups. Fran assists clients in achieving success through well grounded planning and implementation that combines business acumen and clinical skills.

Integrated continuums of care for community hospitals and specialty services for large healthcare systems. Through this work, clients were able to reorganize the post-acute and acute care delivery systems to achieve targeted financial, operational, and clinical outcomes.

Assisted over 100 clients in achieving operational improvements that maximized
efficiency and effectiveness. Work included operational analysis, medical staff and Board leadership development, and development of pragmatic action plans that work.

Qualified in legal proceedings as an expert in healthcare planning, including specialty services.

Has extensive experience in specialty service product development and design, including mental health, rehabilitation, subacute and long-term care, long-term acute care (LTACHs), and prototype specialty services.
